Ira Waddell Clokey was born in Decatur, Illinois in 1878. He attended Illinois University and Harvard University, graduating from Harvard in 1903 with a B.S. in mining engineering. He later received his M.S. in plant pathology at Iowa State in 1921.
He worked as a mining engineer in Mexico from 1903 to 1915 and then in Colorado until 1920. In his spare time he pursued his boyhood interest in botany by collecting plant specimens, many of which were unfortunately destroyed by a fire in 1912. He continued to build his personal herbarium collection, often collecting duplicate specimens in order to exchange them for specimens from other areas.
From 1935 to 1942 he collected extensively in the Charleston Mountains of Nevada. His flora of the area (Flora of the Charleston Mountains, Clark County, Nevada) was accepted for publication prior to his death and published in 1951. He donated his personal herbarium of over 100,000 specimens to the University Herbarium at the University of California, Berkeley. He passed away on January 13, 1950 at his home in Pasadena, California.
